The Bay City Housing Commission owns two sites fronting Columbus Avenue in Bay City. One of the sites was previously planned for the development of 56 affordable housing units. The site plan was configured with a 4-story mid-rise building, and 17 townhomes. The project was paused during the pandemic and subsequently the entitlements expired. The Bay City Housing Commission staff is renewing the planning and entitlement processes to incorporate both sites in a phased development plan. Two grants totaling 3.1 million dollars have been awarded BCHC’s community partners to fund the site environmental remediation and demolition on the sites. The remediation and demolition work is expected to begin onsite in early fall of 2025. During this process, the consolidated sites may be planned and resubmitted for required approvals. The development plan should be pointed toward the April 2026 or October 2026 LIHTC application rounds.
