The MCLBA seeks engineering and design services that will be completed in two phases. The Village of Bear Lake and MCLBA may decide after the first phase not to go forward with the second phase if funding is not adequate to cover costs. Firms are required to provide a cost for each phase. Phase I: a. Meeting with MCLBA and Village of Bear Lake for a building walk through and discussion of the Village’s vision for the project (see Section 7, Project Description, for more information on the project vision) b. Engineering inspection to determine the building’s structural soundness and whether structural repairs are needed. The engineering firm will provide a report of the building’s structural inspection and safety concerns. c. Review Michigan Rehabilitation Code d. Develop a general budget for required repairs and construction to meet Rehabilitation Code with components marked as “required”, “recommended”, or “optional”. (For example, repairs to the concrete floor are required; new floor covering alternatives may be recommended or optional.) e. Meeting with MCLBA and Village of Bear Lake to discuss required / recommended repairs, remodeling, and construction budget f. Village and MCLBA will determine whether funding is adequate to complete required / recommended repairs and remodeling. A go / no go decision will be made. If a no go decision is made, the project will not include a design for improvements, and the contract will end. Phase II (assumes the funding is adequate and the project will go forward): a. Meeting with the MCLBA and Village of Bear Lake to discuss additions or omissions to the design and confirm which recommended or optional alternatives should be included b. Design to be drafted using Michigan Rehabilitation Code requirements and adequate for securing building permits c. Design firm drafts RFP for the proposed renovations
