This RFP contemplates two separate contracts with separate funding sources (Justice Millage and MDOC/PA 511). While services may be delivered in a coordinated manner, eligibility determinations, reporting, and invoicing must be maintained separately for each funding source. All services shall be delivered in person; no virtual programming is contemplated under this solicitation. Projected utilization: a minimum of 45 new enrollments per funding source annually (Justice Millage and MDOC/PA 511). Projected Active Caseload ADP: 16 Target Populations: Public Act 511 eligible, non-violent 1.) Circuit Court felony probation violators and newly sentenced felony offenders either returning to the community from the jail or sentenced to the program in lieu of or in reduction of jail time. Primary target populations are felony probation violators and re-entry probationers appropriate for community placement in conjunction with a combination of case management, cognitive behavioral therapy-based group sessions to address criminal thinking and criminal conduct, and intensive supervision in lieu of or as a step down from a reduced jail sentence are the primary target populations. In addition to case management and cognitive groups, referrals may need assistance with GED preparation and testing, resume writing and review, financial wellness, vocational training or work-seek assistance, and/or securing of vital documents. 2.) Sentenced Misdemeanant Probation Violators - with 1 prior probation violation in lieu of or in reduction of a minimum of 30 days in jail, prior violation may not be for non-support. 3.) Pretrial felony charged defendants ordered at arraignment or the preliminary exam to participate in the program as a condition of bond in lieu of incarceration.
