• Demolition and Site Restoration – State of Michigan license is not required; however, demonstrated experience with residential or commercial demolitions is required. See the Deliverables and Inspections section for more information. • Ground water and standing water within the basement contain PFAS requiring treatment prior to disposal; reports from Otwell Mawby, the environmental contractor, are included in this RFP. The demolition contractor is required to subcontract treatment and removal of the water by a licensed waste contractor and properly dispose of the wastewater. The City of Alpena’s Wastewater Treatment Plant will take the water after it’s been treated by the licensed waste contractor if the test results meet the standards of the City of Alpena; the local wastewater treatment plan requires non-detect concentrations of PFAS constituents in order for the wastewater treatment plant to accept the water. If the test results do not meet the standards of the City of Alpena’s Wastewater Treatment Plant, alternate site disposal is required. The subcontractor must be identified within the bid submission and the alternate disposal location must be identified. The chosen subcontractor is subject to approval by the Alpena County Land Bank Authority based on experience and qualifications; an interview with the subcontractor may be required prior to approval. Examination and oversight of the water removal will be conducted by Otwell Mawby. The demolition contractor must coordinate all excavation activities with Otwell Mawby and the subcontractor completing the water removal. See section 2.1.5 for more information.
