The selected firm will provide services on a project-by-project basis across the County organiza�on. While needs will vary, the following categories outline the expected scope: • Strategic Marke�ng and Campaign Development o Create integrated marke�ng strategies tailored to program goals and audiences. o Conduct message development, content planning, and campaign concep�ng. o Apply culturally competent, mul�lingual, and audience-sensi�ve approaches. • Crea�ve Development and Produc�on o Design and produce print, digital, social, outdoor, video, photography, and mul�media assets. o Develop copywri�ng for campaigns, web content, and outreach materials. o Deliver adaptable, evergreen assets whenever possible. o Provide all final crea�ve files and working files to Kent County. • Media Planning, Buying and Management o Build media plans across tradi�onal, digital, and emerging pla�orms. o Purchase, op�mize, and reconcile media buys. o Maximize reach and maintain cost-effec�ve cost per thousand (CPMs). o Deliver post-buy reports and analy�cs. • Digital and Social Media Support o Support development of social media content, toolkits, graphics, and ad campaigns. o Provide consulta�on on digital trends, analy�cs, and pla�orm-specific strategies. o Assist with short-form content, storytelling, and targeted outreach. • Public Informa�on, Outreach and Engagement o Support communica�ons for County programs, ini�a�ves, and public no�ces. o Assist with presenta�ons, outreach materials, infographics, and educa�onal content. o Develop communica�on plans for specialized or sensi�ve topics. • Research, Insights and Analy�cs o Conduct audience research, message tes�ng, and insight gathering as needed. o Provide measurable objec�ves and campaign analy�cs. o Deliver end-of-campaign reports within 30 days of project comple�on. • Brand Alignment and Design System Support o Adhere to Kent County brand standards and templates. o Recommend improvements or updates when beneficial. o Ensure consistency across deliverables and departments. o Create and provide brand trainings to staff.
