Specifications include, but are not limited to: Mason County has been asked by a citizens group to consider creating a county wide broadband infrastructure that will serve all households in Mason County. The group hired Aspen Wireless to perform the attached feasibility study and financials. The Mason County Board of Commissioners has instructed me to solicit proposals from independent consultants to review these documents and provide us with a report that answers the following questions: 1. Can you assess and give us your opinion on ROI, BEP, etc.? 2. Reasonableness of the analysis presented by Aspen Wireless. 3. Feasibility of the project based on the analysis presented by Aspen Wireless. 4. Any guidance on out-sourcing vs. in-house on operational support. 5. How do you perceive their analysis in terms of conservatism, e.g. 45% take rate, 2% interest rate, etc. 6. Any issue with inflation or do we accept that inflation will be handled by passing it on to consumer? 7. What do you see as the risk of the project based on the analysis presented? 8. The analysis addressed three fee generation sources: 1) plant, 2) operations, 3) bandwidth. Should there be other considerations, e.g., marketing, promotion, etc.? 9. Are there other sources of funding that you may be aware of, other infrastructure grants that we can apply to the project? 10. How long do you anticipate that it would take for the construction portion of this project? 11. How would you rate the financial risk to the county on a scale of 1 to 10 with 1 being no risk and 10 being unable to pay back the bonds?
