Provide investigative staff to conduct compliance buys at locations identified by the State Program Manager throughout the State of Michigan. The State will pay the Contractor the same flat rate for each compliance buy regardless of type of buy or location. Contractor’s investigative staff must blend into the target store’s neighborhood so as not to be identified by the store employees. Contractor must use at least three staff from diverse ethnic backgrounds, dressed in attire consistent with WIC participants in the communities where buys are being conducted. Contractor’s investigative staff must testify under oath in person at hearings, which will be located in Lansing, Michigan or conducted by video conferencing platform. The State will pay the Contractor one hourly rate for in person hearing and another hourly rate for hearings conducted via video conferencing platform.
