The selected consultant(s) will be expected to perform the following: Review and Assess • Evaluate the current TIFA I, TIFA II, and TIFA III District plans, boundaries, financial projections, and project listings. • Identify any compliance issues or statutory requirements related to amending and extending each plan. Prepare Amended and Restated TIFA Plans • Draft all necessary documentation to extend each district for n additional 25 years. • Update financial forecasts, project lists, and statutory elements as required. • Ensure each amendment aligns with Michigan’s Public Act 57 of 2018, as amended. Public Engagement and Coordination • Assist EDC and DDA staff in presenting proposed amendments to the appropriate TIFA Boards, City Commission, and other stakeholders. • Support public hearings and prepare presentation materials as needed. Legal and Statutory Compliance • Coordinate with City staff, legal counsel, and both the EDC and DDA to meet all notice, publication, and reporting requirements for each TIFA amendment.
