Potter Park Zoo has engaged DLZ of Lansing, Michigan and PGAV Destinations of St. Louis, Missouri to provide Architectural and Engineering Design Services for this project. This includes the creation of feline holding facilities and habitats in-line with modern zoological standards, refresh the indoor guest experience with exhibits for new species and expand exhibits for current species, and conduct critical building and infrastructure upgrades. The current concept level of development of the project is attached. (See Section 3.0 – Supplemental Information). As a basis of design, a preliminary project schedule and opinion of probable construction cost has been developed by the Architect. It is the Owner’s goal to select a CM to join the project team and provide services as follows: Stage One: Pre-Construction Services - During the Schematic Design Phase, the Construction Manager (CM) will assist the County/Zoo and A/E in establishing the project budget. - CM will prepare an initial project construction budget, keeping the budget updated during the remaining design process. - Budgeting milestones include 100% Schematic Design, 100% Design Development, and 50% Construction Documents and 90% Construction Documents. This effort shall assess the anticipated budget for construction at each milestone and suggest opportunities for best value strategies to maintain alignment with the County/Zoo’s overall project budget. - It is the responsibility of the CM to collaborate with the Architect to gather latest information and updated information as to material selections, material usage, detail development and other constructability issues that have budgetary impacts. - The CM will also be responsible to research availability and lead times of building and MEP systems on behalf of the project team, to assist in preparing documents and specifications that provide for more immediate availability of building supplies, materials, and equipment during the construction delivery. - The CM is responsible for coordinating and procuring Delegated Design systems. (Refer to Section 13.1 – Delegated Design) - Work with representatives from the County/Zoo including the Purchasing and the Board Authority as part of the development and execution of this project. - Complete ID Card and Building Access process, which includes background clearances, fingerprinting and identification badging. This step has to be completed prior to the start of services. - Attend all design meetings during schematic design, design development and construction document phases. - Prepare and maintain the project schedule to discuss at each design meeting. Provide input as required to align the design, document development, bidding and construction with timeframe expectations. - Field verify and be knowledgeable of existing conditions and systems. - Participate in QA/QC design reviews. - Monitor the preconstruction process against schedule. - Develop and prepare project bid packages and facilitate the bidding process in coordination with County representative(s) and County Purchasing Department to align bidding documents with County purchasing policy. - Advertise, solicit, recruit bidders, and manage the bid process. - Promote and conduct one overall pre‐solicitation meeting for subcontractors in cooperation with the County. - Facilitate the request-for-information (RFIs) process. - Review and issue design addendums or revisions to provide interpretation in scope or correction in scope with collaboration with the AE firm. Provide estimating as necessary on scope changes. - Conduct formal bid openings. - Receive and evaluate bids/quotes with County Purchasing Department. - Evaluate bids to determine the apparent best value bidder, evaluate all construction bids and develop recommendation for award-of-bids. - Provide budget verification with bids received. - If scope alignment is required after bidding to project align with budget, provide value engineering opportunities. - Generate a recommendation for the approval process with the A/E and County representative(s) based on the bids/quotes received.
