A community land trust (CLT) is a nonprofit organization that develops and maintains permanently affordable housing for the benefit of a specific community. In most CLT models, the trust ensures that affordability is permanent by retaining ownership of the land and placing limits on the resale prices of the homes. The CLT may also develop amenities on the land for the good of the community. Involvement of and governance by the members of the CLT’s local community is an essential characteristic of the model. The City of Detroit’s Fiscal Year 2025-2026 adopted budget includes a one-time allocation for Community Land Trust Funding. The intention behind this allocation is to empower nonprofit organizations that have an expressed interest in developing a CLT. This RFP is requesting that respondents demonstrate measurable progress and organizational proficiency in creating and administering a CLT. Specifically, the portion of this budget allocation that will be awarded via this RFP is designated to support planning, organizational development, and/or pre-development for CLT models that look to create permanent, community-centered housing that is affordable for Detroit residents.
