The consultant will provide comprehensive CDBG program administrative support, including the following: • Notice of Funding Availability (NOFA) Process: Provide the City guidance on the NOFA, including outlining processes, reviewing program eligibility, analyzing funding allocation, reviewing applications with City staff and/or applicants, and preparing the NOFA documentation. • Reporting to U.S. Department of Housing and Urban Development (HUD): Prepare and submit quarterly reports, reports related to Labor Standards as required, and the Consolidated Annual Performance and Evaluation Report (CAPER) each year. • Consolidated Plan and Annual Action Plan: Develop the Annual Action Plan annually and assist in the development of the five-year Consolidated Plan, which will also serve as the first-year Annual Action Plan. Develop and/or update the Citizen Participation Plan. Prepare and submit amendments to these plans in response to HUD comments, as needed. • Assist in project entry, closeout, and noted items in HUD’s Integrated Disbursement and Information System (IDIS) when identified. • Oversee 3rd party consultant preparation of Environmental Review Record(s) for projects/programs that receive funding each year, including exempt and categorically excluded projects.
