The parking Services shall be ready for operation and equipped with all contents specified herein is desired. The parking facility shall have more than one entrance or exit for vehicles. The parking facility shall be properly insured to meet the requirements of the City, if any, as stated in the RFQ. Accessible parking shall be available on a first come first serve basis, and in accordance with State of Michigan and ADA requirements. A facility with any portion of its parking facility footprint within the specified distance shall be eligible to bid. Twenty-four hours access is required and must have a parking attendant or 24-hour call center response agent available at all times. The Contractor(s) shall ensure availability of 100 daily parking spaces or more as stipulated in the parking agreement. The Contractor(s) shall furnish 250 to 300 access cards or codes to accommodate employee work scheduling; the City department will ensure that only up to 100 employees are scheduled to use the parking spaces daily. The ability to grow the parking space requirement, in 25 space increments, at any time during the contract period to a maximum of 200 spaces shall be subject to approval by the Chief Procurement Officer. The Contractor(s) shall provide month ending space utilization reports by the 5th of each following month listing daily activity, by access code, with dated sequential time in and time out activity to the City department to review and reconcile the peak number of daily parking spaces used for each invoice period. Bidders may submit other alternative methods to reconcile actual parking usage for each monthly rental period. Parking access should come in the form of parking access codes available to the City department for use by its employees, 24 hours a day, 7 days a week. Typical parking spaces shall be marked on pavement with white or yellow painted lines approximately ten (10) feet wide, but not less than nine (9) feet wide and approximately eighteen (18) feet long. Handicapped parking spaces shall be properly identified with signage and marked on pavement with blue painted lines approximately twelve (12) feet wide and eighteen (18) feet long. Parking facilities shall be adequate for parking automobiles and light-duty trucks. Parking locations shall have a minimum height clearance of seven (7) feet.
