Specifications include, but are not limited to: The selected Contractor (Grants Manager) will be responsible for insuring that all federal, state and regional grant administrative, managerial and financial obligations are processed and delivered in a timely, accountable and ethical manner. The Grants Manager shall at minimum 1. Review grant for compliance requirements and produce schedule of submission/documentation requirements. 2. Develop procedures for planning, evaluation, and analysis of solution area recommendations pertaining to utilization of local resources and related issues. 3. Conduct planning, analysis, and evaluation of homeland security projects in areas of planning, equipment, training, exercising, and organization. 4. Analyze and evaluate data, prepare reports, and make specific recommendations concerning the development of solution area proposals. 5. Meet with the R3HSPB and other agencies to analyze the implications of solution area programs and proposals. 6. Encourage the exchange of information with local, county, regional, and state agencies and private organizations engaged in programs related to the homeland security strategy. 7. Work with the Saginaw County fiduciary staff to ensure grant reimbursement is performed in a timely and efficient manner. 8. Maintain the organization of project and grant files to ensure compliance with applicable regulations and grant requirements. 9. Maintain records and prepare reports and correspondence for work activities. 10. Regularly provide R3 Board members with a credible, readable and usable up-to-date accounting of all grant programmatic and financial activity. 11. Review and approve all R3 equipment and service purchases and staff financial reimbursement requests. 12. Serve as the point of contact for all regional grant related activity/communications. Responsible for submittal of grant forms and paperwork to the State. 13. Oversee and direct all fiduciary staff activity and responsibilities. 14. Provide oversight and direction specific to all grant activity
