Specifications include, but are not limited to: CNA Services for the Michigan Veteran Homes at Chesterfield Township and Grand Rapids; This is a contractual agreement with the State of Michigan, Michigan Veterans Affairs Agency (MVAA) for a contractor to perform Certified Nurse Aide (CNA) staffing services, for two state veteran homes, which will be utilized for direct care to meet and/or exceed state and federal standards at the Michigan Veteran Homes at Chesterfield Township (MVHCT) and Michigan Veteran Homes at Grand Rapids (MVHGR). Both homes will be referred to Michigan Veteran Homes (MVH) in this RFP. These facilities are both CMS certified. To facilitate best practice standards and the purpose of this contract, the contractor and their employees providing service must comply fully with all state, federal and local laws and regulations as they relate to this contractual agreement. • Contractor must deliver enough CNAs to provide no fewer than 3.5 hours per member per day (PPD) of direct nursing care (CNAs) and no more than 3.78 hours per member per day of direct nursing care (CNAs). • Contractor shall meet the minimum staffing requirements, and by doing so, Contractor will ensure that RNs and LPNs are not used to provide member care as CNAs on a unit(s). If an LPN or RN is being utilized as a CNA, the Contractor must bill the MVH at the CNA rate for the shift(s) covered. • Contract workers (CNAs or RNs/LPNs) who work at least 75% of their shift will be counted as having worked the entire shift for the purposes of calculating staffing requirement, except that works mut be only invoices for the exact time worked. • Contractor employees shall be compensated at no less than one and one half (1½) times their hourly rate of pay on the following 13-holidays: New Year’s Day, Martin Luther King Jr. Day, President’s Day, Memorial Day, Juneteenth, July 4th, Labor Day, Veterans Day, Thanksgiving Day, the day after Thanksgiving, Christmas Eve, Christmas Day, and New Year’s Eve. The State will not reimburse contractor for any staff who were scheduled to work consecutive holiday shifts during a holiday time period (ie Christmas Eve and Christmas Day, New Year’s Eve and New Year’s Day or Thanksgiving and Day after Thanksgiving) who failed to fulfill their previous holiday shift without proper justification.
