1. General Support a. Attend regular meetings with MEDC throughout the project development and construction. b. Coordinate with the SCPWC, SCT, and MEDC as needed throughout the project, providing the necessary reports, photographs, updates and other documentation required. c. Other general tasks as related to CDBG-DR program compliance. 2. Study and Report a. Review as-built drawings, GIS data, and past studies on the Center Road Drain. b. Prepare GIS base map of existing infrastructure. c. Meet with SCPWC and SCT to discuss possible sewer separation and reconfiguration concepts with the focus being reducing the existing surface flooding, combined sewer overflows, and sewer backups. Concepts will include the following potential improvements: optimization of existing storm detention and conveyance infrastructure, rerouting of existing storm flows to a new outlet, and reconstructing portions of the existing system as a separated storm and sanitary sewer system. d. Perform engineering field investigations and outlet inspections as needed to develop proposed concepts. e. Develop layouts and drainage areas for proposed concepts to be studied in the GIS base map. f. Collect surveyed elevation data as needed to supplement record drawings to develop storm water models for concept plans. g. Develop unsteady state storm water models for concepts to be studied utilizing AutoDesk Storm and Sanitary Analysis (SSA). h. Develop cursory cost estimates for studied concept plans that are viable based on modeling results. i. Meet with SCPWC and SCT to review model results and cursory cost estimates. j. Develop selected alternative in further detail within model. k. Prepare detailed map for selected alternative and further refine the cost estimate. l. Prepare report summarizing the findings of study and a recommended implementation plan for the selected alternative.
