Specifications include, but are not limited to: To prevent the spread of invasive insects and disease, the Department of Natural Resources, Parks and Recreation Division, is asking campers to “Protect Michigan State Parks” by leaving firewood at home and using only heat-treated, locally sourced (i.e., ideally within 10 miles of the campground), or artificial firewood in State Parks. Beginning in 2018, the DNR began providing safe, pest and disease-free heat-treated wood for re-sale to campers at multiple locations. The ultimate goal of the Michigan DNR is 100% heat-treated or artificial firewood and 0% transport of non-heat-treated firewood to all locations offering campfires. The State reserves the right to award contracts to multiple vendors based upon the product offered and the best value (including heat-treatment proposed and price) for each Park and Recreation location. Award preference in the form of FIVE (5) year contracts with up to five 1-year options to renew) will be to Bidders offering heat-treated firewood. Passing proposals will be evaluated, and contract award recommendation made using a tiered system, in the following order: Firewood heat treated per USDA / APHIS Treatment Schedule T314-c 160º/75 minutes. Firewood heat treated per USDA / APHIS Treatment Schedule T314-a 140º/60 minutes. Proposals from Bidders actively working toward kiln certification. Proposals offering non-heat-treated wood. Bidders proposing heat-treated wood per T314-c or T314-a may receive an award recommendation for a multiyear contract with five (5) base years and up to five (5) 1-year options to renew. Bidders actively working toward USDA/APHIS kiln certification may receive an award recommendation for a multiyear contract with three (3) base years and up to seven (7) 1-year options to renew. Option years will be contingent upon kiln certification. Bidders offering non-heat-treated wood may receive an award recommendation for a multiyear contract with three (3) base years and up to two (2) 1-year options to renew. All awarded Contractors must comply with all statutes, quarantines, requirements, and safe movement recommendations for non-heat-treated wood which includes, but is not limited to, movement of wood from the point of origin to the point of firewood processing, and movement of wood from point of firewood processing to delivery location. Failure to move firewood according to all statutes, quarantines, requirements and safe movement recommendations for non-heat-treated wood may result in contract cancellation and re-award to another vendor. Contractors will carry out the Contracts under the direction and control of the Department of Natural Resources (DNR). Contractors will work in cooperation with the State to provide the safest, highest quality firewood available, at the lowest price possible, in a timely and efficient manner. Contractors must be willing to work in partnership with their awarded location staff, and able to deliver firewood to each location as specified. Locations requiring the Contractor to unload, move pallets, or hand-stack do not have staff or equipment available and must be able to rely on their vendor to perform as required. Locations stating “preferred but not required” have staff and equipment available but must rely on their vendor to deliver on the preferred day and timeframe to ensure staff and equipment are in place and available to handle delivery.
