Prospective vendors to provide objective, third-party financial analysis to assist the KCBRA in evaluating proposed Brownfield Plans. The selected vendor(s) analysis will help ensure that financial assistance is justified, appropriately structured, and compliant with applicable statutory and policy requirements.This list will be used to ensure the availability of independent, qualified expertise—allowing for flexibility in instances where a conflict of interest is present, such as when a consulting firm has been involved in preparing a brownfield plan on behalf of a developer. Consultants may be asked to:•Evaluate developer proformas to assess project feasibility, identify funding gaps, and determine whether public assistance is necessary and appropriate.•Verify project costs and assumptions, including capital, soft, and financing costs, to ensure they are reasonable and well-supported.•Compare financial assumptions (e.g., rents, vacancy rates, returns) to industry standards or local/regional benchmarks.•Prepare summary materials that clearly communicate findings and recommendations to KCBRA staff, elected officials, and the public.
