Specifications include, but are not limited to: 1. SURVEY IMPLEMENTATION – The Consultant will develop a comprehensive survey that will gather the following data: Granular broadband coverage with as much parcel level data as possible, including speed tests for households existing connections Relevant household data such as number of students and digital devices Quantitative analysis to determine satisfaction with current service and willingness to adopt a new service For residents and business locations without a broadband connection, the reason they are lacking connectivity Upon contract execution, the Consultant will be expected to meet with Lapeer County to discuss the substance of the survey. The Consultant will also develop an appropriate methodology using the most beneficial sampling methods (including projected sample size), by which to distribute the survey and with an objective of driving the best possible response rate. Tools for distribution to be considered should include but not limited to online surveying, US mail, telephonic or cell phone text. The Consultant will be expected to make recommendations on the best manner in which to obtain responses, and should include pricing information for these options as part of the response, including a not to exceed amount for an aggressive collection scenario. Consultant will be expected to develop and suggest a marketing approach in order to raise awareness of the survey and its purpose and the importance of meaningful response. Tools to consider for marketing may include, but not be limited to television advertising, direct mail, internet/social media advertising and newspaper advertising. Any included marketing resources should be included as part of the response.
