Specifications include, but are not limited to: 1. Research and best practices on establishing scalable, high quality broadband service, to include information about evolving broadband technology, approaches to collaboration with service providers for implementation of broadband service, and effective cost sharing models between governments, internet service providers and other partners.; 2. Comprehensive data collection, analysis and maps of existing internet service (including type and speed) and locations unserved by any service provider, incorporating data on the demand for service and obstacles to obtaining service for the unserved.; 3. Recommendations and an implementation roadmap to guide deployment of broadband technologies by internet service providers to the unserved and underserved in Kent County, to include three target areas for initial expansion of broadband service with the estimated cost of expansion in the three target areas.; • Proposed project schedule; • Verbal and written updates on the work at an agreed upon frequency; • Strategy, methodology, outputs and schedule for the data collection and analysis services; • Report on research and best practices; • Maps and associated materials reporting the results of the data collection and analysis; • Report of recommendations to serve as a strategy and roadmap for broadband implementation that fills 100% of the gaps in high quality service across Kent County; • Map and report on recommended three target areas for initial broadband service expansion; • Presentation of the final report to the Kent County Broadband Subcommittees
