This RFP seeks a qualified consultant to assist EGLE in developing the best practices referenced in the Act, ensuring they are science-based, reduce greenhouse gas emissions, and do not incentivize landfilling over more sustainable alternatives such as composting or anaerobic digestion. This RFP supports EGLE’s responsibility to define those best practices. While effective LFG management is essential, EGLE recognizes that the most sustainable approach is to reduce the generation of landfill gas at the source. This includes diverting organic materials from landfills through composting, anaerobic digestion, or other beneficial uses. The best practices developed through this project should reflect this hierarchy—prioritizing upstream interventions where feasible, while also identifying practical and effective methods for managing gas that is generated.
