Interested bidders shall provide a complete professional service consultant (PSC) proposal for all services necessary to create a parkwide strategic development plan. Final deliverables will provide a phased development plan to guide publicly funded capital improvements, invite public and private support to invest in community priorities and stakeholder investment proposals aligned with park management and development goals. Proposals shall include all services to prepare a parkwide comprehensive plan developed from the following objectives: 1. Prioritize natural and historic resources, interpretation, and outdoor recreation as expressed in the Belle Isle Park Mission and Core Values, defined in the Belle Isle Strategic Master Plan. 2. Public and stakeholder engagement focused on program and development opportunities for facilities currently underutilized and/or requiring significant investment. Areas of focus may include, but are not limited to, the following sites and opportunities. a. Former Zoo Facility b. Beach Area c. Stables/White House facility/Current LED Garage d. Belle Isle Sawmill e. Historic Police Headquarters Building f. Belle Isle Boathouse g. Remick Band Shell/Nancy Brown Peace Carillon h. Multi-modal transportation services to and/or around Belle Isle Park i. Paddock j. Natural features including tree canopy restoration and shoreline stabilization.
