Specifications include, but are not limited to: Designated Provider Qualifications The Right to Counsel Program Coordinator will look to a Respondent, as a subrecipient, to develop the contemplated web or app-based information and to coordinate the development of any technical aspects of the Project. To be eligible as a Provider, Respondent must consist of or be prepared to contract with one or more lawyers that are active members of the Michigan State Bar with relevant experience and competency to create legally accurate information related to the covered proceedings to the target population. Respondent must also consist of or be prepared to contract with individuals or vendors competent to develop all proposed technical aspects of the project. Target Population The Program shall target the provision of legal information to individuals who are eligible for the Right to Counsel Program. To serve an additional goal of eviction prevention, information shall be provided to individuals who, because of their circumstances are at risk of becoming eligible for the Right to Counsel Program. The Provider shall work with the Right to Counsel Program Coordinator to define individuals who are at risk of qualifying for the Right to Counsel Program. Reporting Respondent will be required to provide reporting sufficient to allow compliance with the requirements of the City’s Right to Council Ordinance and any other reports necessary to comply with the requirements of ARPA. Fiscal Requirements The Provider is responsible for meeting programmatic and fiscal requirements under the ARPA Final Rule and other US Department of Treasury SLFRF guidance as well as all applicable regulatory provisions under 2 CFR Part 200 and as may be amended by the Final Rule, effective April 1, 2022. This includes performance outcomes development, monitoring, and reporting for activities of the subrecipient award. This also includes, but is not limited to, the design, delivery and records management associated with the solicitation, review, and recommendation for potential of the project to enhance the wellbeing of the public following the COVID 19 pandemic; project and beneficiary eligibility; project cost reasonableness; grant awards; grant disbursements; and field validation of work completion; and overall compliance grants.
