Work by the selected engineer will include the following: • Survey as needed to establish site features, topography and boundaries. • Geotechnical or other investigations as needed to support design. • Traffic count data as needed to support the design. Some traffic count data is available at WMSRDC’s website. The City has a limited ability to perform ADT counts. If detailed information including turning movements, classification and/or pedestrian movements are needed, these services should be included in the proposal. • All clearances as needed to meet the requirements of the LAP Unit including but not limited to NEPA and SHPO. • Obtaining all necessary permits and easements for the project, including but not limited to CSX (if applicable for interconnect at Laketon Ave) and coordinating contractor application for electrical permitting through SafeBuilt (the City’s building department). • Utility coordination, including cabinet electric service and coordination with the Muskegon Police Department for traffic cameras as applicable. • Recommendations regarding signal interconnection, detection, and pedestrian activation systems, and the design and inclusion of same in the project as applicable. • Development of complete plans and specifications for the rehabilitation of the signals. • Assistance in solicitation of bids for the construction of the project. • Complete construction observation and administration in accordance with MDOT’s LAP Unit rules and requirements related to federal funding and other agencies with jurisdiction.
