Specifications include, but are not limited to: Offering street-outreach and education to the target population. Outreach includes staff engaging with young people to promote prevention of substance use, providing education and awareness of harm reduction techniques for those actively using substances (e.g. overdose prevention), and providing HIV and Hepatitis C prevention and education. The vendor will accomplish this goal by reaching young people where they are, in the community, through the shelter or criminal justice system and other community based and homeless service programs. Operating drop-in and referral services and/or actively linking the target population to these services. Vendors must have the ability to see youth on an unscheduled, ambulatory drop-in basis. The vendor must have the ability to respond to the wide range of problems youth on the street present including the ability to provide resources to meet the basic needs of the youth (e.g. food, clothing, showers, temporary shelter, etc.). Services offered or to which clients can be referred must include, but are not limited to, prevention, intervention, treatment and aftercare services that address alcohol, opioid and other drug use, ongoing case management, education and employment supports, housing assistance, mental health assessment and services, medical health care, legal services, and other pro-social developmentally appropriate services. These services can be provided onsite or through demonstration of a strong community referral network.
