Specifications include, but are not limited to: a. Subject to the terms and conditions of this Statement of Services, the Contractor will value the types of property identified above in compliance with the General Laws of the Commonwealth of Massachusetts. b. The contractor shall achieve full and fair and equitable market values among residential, commercial, industrial and exempt properties throughout the Town, as of the valuation date, by applying appropriate and accepted mass appraisal methods, techniques, procedures, and tests as defined in Chapter 59 of the General Laws of the Commonwealth of Massachusetts. c. The valuation and use of all property so described shall be determined as of January 1, 2020. d. The contractor shall review all residential, commercial and industrial neighborhood delineations in accordance with indicated land values and adjust them as needed. Special attention should be paid to neighborhoods where residual analyses is use to meet the DOR statistical requirements. e. The contractor shall review and analyze market influences of certain characteristics on the value of land, paying particular attention to those such as water influences and neighborhood location and adjust the land valuation system as needed in a uniform and equitable manner. The contractor shall provide market support for these adjustments. f. The contractor shall provide market support for excess and unbuildable land values in addition to documenting the adjustment of these values by neighborhood. g. The contractor shall provide new cost tables based on local building cost data and styles. h. The contractor shall review and if necessary provide a new depreciation schedule. i. The contractor shall provide all documents relating to the certification of residential, commercial, industrial and exempt properties in a format acceptable to the Department of Revenue.
