Specifications include, but are not limited to: The Department of Conservation and Recreation is soliciting Requests for Response from qualified companies to provide portable toilets for use at special events conducted by Commonwealth, in beach or park areas and/or other applications where temporary and/or permanent portable units may be required. The DCR is interested in obtaining quotes for the rental, leasing and outright purchase (where appropriate) of all units included in the Bidder’s Response, as well as for all services related to the maintenance, repair, and/or replacement of these products. In the interest of being able to offer entities users an environmentally preferable alternative, such units may include composting toilets suitable for public facilities. As a result, products may be offered within two product categories: Category 1 - Single, multi-unit, and handicap accessible portable toilet units. All units will include, but not be limited to, toilet, urinal, hand sanitizer, and towel dispensers. Wheelchair accessible units must come complete with proper handrails and accessories around the toilet area. All units must be self-contained and have the ability to be transported off the location as a complete unit when no longer needed. Category 2 — Public Facility Composting Toilets and Related Services. Composting toilets eliminate the use of water for flushing and allow wastes to be converted into odor-free, nutrient-rich compost which can be used as a (non-food) plant fertilizer. Such units may be stand-alone an/or self-contained in specially designed housing. Also to be included as part of the composting toilet “package” is the complete system including starter bed material for the tank and the inoculate, as well as all of the components, hardware and instructions necessary for assembling, installing and operating the system.
