The start of the assessment shall be at the start of the wall near the intersection of Bay State Road and Granby Street, adjacent to Boston University’s “Hillel House”, (approx. Storrow Drive STA. 83+00’), and proceeding easterly, to Back Street at Clarendon Street (near approx. Storrow Drive STA. 11+00’). Along that 7,200’ (+/-) length, the original seawall has had a few different “wall-caps” built on top of it over the years. One wall-cap that runs westerly from Charlesgate West, appears to be cast-in-place concrete. Another wall-cap running easterly, from Massachusetts Avenue, appears to be mortared fieldstone. A third version of the wall, between Charlesgate East and Massachusetts Avenue, features older reinforced concrete in various stages of disrepair. In many areas, the fencing on the wall has sustained damage caused by snow-plows, as they plow Back Street, and particularly the streets oriented perpendicular to Back Street. Proposals shall include the existing conditions inventories and the needs assessment report, including recommendations for long-term improvements to the wall, fencing, drainage, and vegetation/trees. Estimated costs of each improvement should be part of the study/assessment, including the cost of any vegetation-removal that may be deemed necessary prior to evaluating the wall. In places where any localized failures are noted, DCR seeks to determine the cause(s) of the failures. Internally, at DCR, we have considered the following possible causes: - water/soil pressure behind the wall pushing those stones out of place -voids between stones in dry-laid areas eventually filling with fines, causing water/soil pressure to build up behind the wall, and pushing stones out -whether or not weep-holes, or other pressure-relieving measure may be needed at regular intervals (even with large areas of wall being constructed of dry-laid masonry) -have any of the cast-in-place concrete areas reached the end of their service life, due to numerous freeze/thaw cycles (or other) ?
