Specifications include, but are not limited to: 1. All buses, equipment and operation of the same shall conform to all Federal Laws and requirements of the laws of the Commonwealth of Massachusetts and the regulations of the State Registry of Motor Vehicles and any amendments thereto, made during the term of this contract. 2. All buses must be owned or leased by and operated by the contractor. If not acquired new, the Contractor must provide ownership history for the life of each bus prior to executing the contract and when added to the fleet of buses used to satisfy this contract. The ownership history shall include all materials relating to maintenance documentation required by paragraph 5 of this section. 3. Vehicles must be of the enclosed type, comfortable, all safety glass windows, well ventilated and heated, with front entrance controlled by the driver, and rear emergency door without steps unless otherwise approved by the School Committee. The Contractor shall agree to keep each bus in good working condition and to furnish all necessary maintenance, fuel, oil, grease, tires, etc. 4. All Buses used under this contract must meet the following minimum specifications: All buses must be at least 71 passenger and must meet all Massachusetts requirements, All buses shall have a minimum GVWR (Gross Vehicle Weight Rating) of 28,000 pounds with a minimum 9000 lb. rated front axel. All buses must be equipped with operable two-way radios capable of communication from the furthest student drop off/pickup point to the main base station and the dispatcher. Buses used for Extra Curricular transportation must be equipped with a cell phone for emergencies. All buses shall be installed with front crossing arms, All buses used during the term of the contract shall be 2014 or newer as of July 1, 2020. All buses used to satisfy the requirements of this contract are subject to inspection by the Superintendent or his designee as are the maintenance records covering the life of the bus. The Superintendent in his sole discretion shall have the authority to remove a bus from the fleet without reason and without recourse by the contractor, The buses must be free of rust, with an exterior that exhibits a well-kept appearance. 5. By the first of July of the first year of this contract, the Contractor shall provide for a review and inspection of the buses to be used in this contract (including those buses used for extra-curricular activities such as field trips, athletic teams, etc.), 3 RMV inspections with explanations of defects/failures for each bus and a detailed description of its maintenance policies and practices. In addition, any time a bus is added to the fleet to satisfy this contract, identical maintenance documentation must be furnished. On an annual basis, prior to August 15, the contractor shall, if requested, make all buses available for a review and inspection to be used in conjunction with this contract, including the maintenance documentation. The Superintendent or his designee, if requested, shall conduct inspections. Prior to execution and any time during the life of the contract, the Superintendent or his designee shall have the authority to reject any bus that does not have the required documentation or the documentation does not appear to be complete or for any other reason where doubt may exist as to the safe and proper condition or maintenance of the bus. In addition, the Superintendent has the right at any time to require an independent inspection of any bus for the purpose of determining proper maintenance and safety.
