Specifications include, but are not limited to: The purpose of this RFR is to obtain proposals from issuers to offer Plans for sale through the Health Connector for coverage effective beginning January 1, 2020. The ACA specifies minimum QHP/QDP certification standards that Exchanges must apply in certifying Plans for participation through the Exchange. The ACA also allows Exchanges to establish additional QHP/QDP criteria that are deemed to be in the best interest of individuals and small employersin the Commonwealth. The “Seal of Approval” (“SOA”) process relies upon close collaboration between the Health Connector and the Division of Insurance (“DOI”) to ensure that all Plans certified as QDPs meet necessary state and federal requirements. Issuers that meet federal QHP/QDP certification criteria as well as additional state requirements for proposed Plan designs, and obtain approval by the Health Connector Board, will be awarded the 2020 SOA for their approved Plan designs. Proposed Plans that are awarded the 2020 SOA will be designated as QDPs and made available for purchase through the Exchange in accordance with their Issuer’s contract terms. The Health Connector will review Issuer proposals, in coordination with the DOI, to: 1) Ensure compliance with federal and state QHP/QDP requirements (as outlined in Section III); 2) Ensure conformity with additional Health Connector requirements and guidelines (as outlined in Section IV); 3) Validate Issuer’s acceptance and ability to comply with operational requirements (as outlined in Section V and Form of Agreement (Attachment A)), through successful entry into a contract with the Health Connector; and 4) Identify and select Plans that provide a broad choice of affordable, high-quality, and innovative options for Massachusetts’ diverse population of eligible individuals and small employers.
