1. Administer federal grant funds in pursuit of the outcomes outlined in statute, on behalf of non-public schools in Boston such as schools in the Archdiocese of Boston or a private non-profit school. This includes: a. Title I funds, to ensure Boston’s undereducated and economically disadvantaged children receive a fair, equitable, and high-quality education by helping to close academic achievement gaps; b. Title III funds, to ensure that English learners, including immigrant children and youth, succeed in school by assisting them in becoming fluent in English and meeting challenging state academic content and student academic achievement standards; c. Title IV, Part A funds, to improve students’ academic achievement, improve school conditions for student learning, and improve the use of technology in order to improve the academic achievement and digital literacy; and d. Title IIA funds, to enhance learning through professional development for educators. 2. Comply with all statutory and regulatory requirements relating to their role as fiscal agent. This includes, but is not limited to: a. Complying with all federal, state, and local statutory and regulatory requirements relating to federal Title I A, Title II A, Title III A and Title IV A funds granted under the Elementary and Secondary Education Act (1965) or the Every Student Succeeds Act (ESSA) (2015). See the DESE Guidance and Title Summary attached; b. Complying with all relevant public procurement law, including Massachusetts Chapter 30B and any other relevant law; c. Complying with all other relevant statutory or legal requirements, such as those relating to tax compliance, financial reporting or record-keeping, or serving as a financial fiduciary; d. Complying with all relevant Boston Public Schools policies, including but not limited to those pertaining to payment terms, invoicing, and approval workflows; and e. In general, ensuring that these funds are handled with fiscal integrity, accountability, and in pursuit of the public interest. f. If the Acts authorizing these federal grant funds are reauthorized or otherwise amended during the performance period of the contract, BPS and the vendor may modify the contract resulting from this RFP, if the two parties agree to any modifications in writing for mutually acceptable terms. 3. Coordinate closely with BPS, the Local Educational Authority that is granted Title IA, IIA, IIIA, IVA, and other federal funds. This includes, but is not limited to: a. Maintaining consistent and proactive communicating with Boston Public Schools and participant schools, either via email or telephone,to coordinate and support all aspects of the program implementation, address emerging challenges, and ensure alignment with the use of federal funds and programmatic goals and timelines for each school; b. Meeting on a monthly basis with the BPS Grants Department; c. Providing information relating to the services described in this scope upon request, such as backup for any invoices processed using grant funds; d. BPS reserves the right to oversee the work performed by the vendor under this contract. This oversight may include: ■ Monthly, unannounced visits to participant schools if considered necessary; ■ Request of spending reports for compliance and auditing purposes.
