Specifications include, but are not limited to: The 811 PRA has unique and complex operational requirements, including the ability to access Secure Systems, TRACS, LOCCS and the capacity to issue rent payments to participating property owners. The Offeror is the sole agency in the field with the skills, capacity, and already developed tools and resources needed meet these operational requirements, efficiently and accurately. Working with DHCD staff, MassHousing will leverage its existing multi-family relationships and software systems to enable the submission of tenant level data to the TRACS system. MassHousing will manage the ongoing work of tenant certifications, monthly voucher submissions, issuance of payments to landlords and required inspections. The use of these professional services will ensure the most efficient administration of the 811 PRA program and would be in line with best practices across the country. Specifically MassHousing would: Work with DHCD to review and correct current 811 participant files at the property level. Work with DHCD to ensure that all forms and files for the 811 PRA program are in compliance and accurate. Reconcile voucher expenses at existing properties. Complete 811 PRA Parent Voucher creation and submissions Roll up all child/property information, existing vouchers, after review and correction. Work with property owners to ensure that they have the software necessary to upload voucher and tenant information to MassHousing for submission to HUD’s TRACS system.
