Specifications include, but are not limited to: Develop the aggregation plan: The Consultant shall develop an aggregation plan that meets all statutory and regulatory requirements. All proposals shall include a schedule for implementation of the program, and include proposed start and end dates, along with intermediate delivery dates and milestones. All proposals should include a description of strategies for supporting local renewable energy projects, supporting community energy programs, and providing green power options for customers. Secure approvals from the Massachusetts Department of Energy Resources (DOER) and Department of Public Utilities (DPU): Prepare and submit, with municipal approval, the aggregation plan and all required filings with the DOER, the DPU, and any other appropriate state agency. Represent the community in all communications with these state authorities. Provide broker services for electricity procurement: o Develop a supplier RFP for electricity supply for municipal review and approval. The RFP should include, at a minimum, the following key components: Description of the load aggregation (the potential size of the aggregated load and the number of customers or accounts. Services and features desired Qualification criteria to have a bid considered Criteria used to select the supplier Essential provision of the standard contract with the selected supplier The term of service o Manage supplier procurement and negotiate the supply contract as city’s “buyer-broker” during the procurement process. Provide all necessary technical and legal services during the negotiations with prospective suppliers. o Manage procurements for replacement supply contracts as needed as city’s “buyer-broker” during the procurement process. Provide all necessary technical and legal services during the negotiations with prospective suppliers. Deliver a public education program: The Consultant will prepare and implement a public education plan and eligible consumer outreach program. This will include, but is not limited to the following: o Public Education prior to start of program includes preparing all informational and educational materials for the general public and the media, subject to City review and consent, and then, with City approval, disseminating materials and implementing said public education program. Consultant will meet with representatives from the media as requested and authorized in advance by the City.
