Specifications include, but are not limited to: The Massachusetts Emergency Management Agency (MEMA) of the Executive Office of Public Safety and Security (EOPSS), is seeking the services of a vendor to develop a multi-jurisdictional/multi-disciplinary working group that will be convened and led by a facilitator hired by the Commonwealth utilizing NEHRP Direct State Assistance funding. Working group members will represent a wide variety of disciplines, levels of government, and sectors. The desired stakeholders include but are not limited to representatives of: • United States Geological Survey (USGS) • Northeast Stated Emergency Consortium (NESEC) • Massachusetts Emergency Management Agency (MEMA) • Federal Emergency Management Agency (FEMA) • Weston Observatory • State Building Code Officials • Structural Engineers • Academic Partners The primary goals of this diverse group will be to establish a robust earthquake mitigation program for the Commonwealth that will develop and implement strategies to increase earthquake awareness, preparedness and education, and mitigate earthquake-related risks. The selected contractor will lead and work with the Working Group over the grant cycle to conduct a needs assessment, develop a multi-year earthquake mitigation strategy, and produce a report documenting the needs assessment and strategy and providing a list of effective and eligible potential project ideas that may be implemented through future grant funding. The funding for these future projects may come from several sources such as NEHRP, FEMA Hazard Mitigation Assistance (HMA) Grant Programs, and USGS Earthquake Hazards External Grants Program, and more. Objectives of these projects will include promoting the implementation of research results, promoting better building practices, providing assistance to enable resilience, supporting earthquake education and preparedness, and coordinating earthquake hazard reduction initiatives with mitigation initiatives for other hazards.
