Specifications include, but are not limited to: The Bureau of Community Health and Prevention is issuing this Request for Information (RFI) to obtain stakeholder input on elements of a Request for Response (RFR) that will fund local and regional public school districts, charter schools, vocational schools, collaborative programs and non-public schools throughout Massachusetts through the School Health Services (SHS) Unit to develop Comprehensive School Health Services programs. The School Health program supports school nursing activities required for school settings and typically staffed by school employees; it is distinct from School-Based Health Center programs which support satellite clinics of health centers, staffed by health center employees and located in school buildings. This Request for Information will help SHS in finalizing the RFR. It is anticipated that the RFR will be released in October 2018 on www.commbuys.com. New contracts will be active on or about July 1, 2019. This RFR replaces current Essential School Health Services (ESHS) programs funded under RFR #900419. Activities that may be provided in model districts under this RFR will include, but are not limited to: a) District-level leadership by a highly qualified nurse manager who would not provide direct service but will lead a comprehensive school health program b) Coordinated care services provided using a case management model, including active and engaged partnerships with healthcare providers in the community that address chronic health conditions c) Data-driven quality improvement systems focusing on priority conditions using evidence-based interventions that include analysis of data with a lens of health equity/inequity d) Ongoing community health assessments that address health inequities and the impact of institutional racism, in part by partnering with organizations and individuals in the community that address the needs of students of color e) Implementation of mandated and other essential school and community programs (e.g., medication administration, physical health and substance use screenings, concussion management, bullying interventions, obesity prevention) that address the identified health inequities in each community f) Health education and prevention services at the preK-12 level that addresses all aspects of health including substance use, chronic disease prevention, reproductive health, and behavioral health using trauma- and resilience-informed approaches
