Specifications include, but are not limited to: DHCD is seeking responses from architectural firms interested in reviewing and scoring design and cost-related aspects of affordable housing funding applications, both rental and ownership, through DHCD programs including, but not limited to, the following: • Federal Low Income Housing Tax Credit program (LITHC) • State Low Income Housing Tax Credit program (SLITHC) • Federal HOME program (HOME) • Community Based Housing • Facilities Consolidation Fund (FCF) • Housing Innovations Fund (HIF) • Housing Stabilization Fund (HSF) • Affordable Housing Trust Fund (AHTF) • Commercial Area Transit Node Housing Program (CATNHP) • National Housing Trust Fund (HTF) • The Capital Improvement and Preservation Fund (CIPF) • Housing Preservation Trust Fund (HPSTF) • Use the One-Stop Funding Application as well as program guidelines and any other applicable documents and materials provided by DHCD to evaluate all aspects of project design, cost, and conformance with applicable zoning codes and other legal requirements. At DHCD’s direction, the Contractor shall conduct a site inspection of the project submitted for funding. Contractors should note that DHCD program guidelines and other documentation and materials are subject to change over the duration of the Contract. Contractors shall be expected to use current and/or revised materials at DHCD’s sole discretion. • Provide DHCD with written documentation of the project application analyses; results and/or conclusions of such analyses in a format provided by DHCD; and any background information relevant to the analyses. • Participate with DHCD in meetings and telephone conversations with applicants to discuss issues identified in the Contractors analyses of the project. Contractors selected through this RFR shall perform all of the following tasks related to architectural review, feasibility of proposed scope of work, and project conformance with all applicable housing and zoning codes and regulations: • Review the project application for conformance with minimum threshold standards, applicable laws, regulations, and/or code requirements, including accessibility requirements. • Evaluate the overall plan, the building, and unit layouts with regard to appropriateness to the target population. • Evaluate whether the existing or proposed amenities are adequate for the proposed use. • Evaluate the cost of materials and energy conservation measures to enhance operating cost efficiency and to promote elements of green design. • Evaluate the architectural treatment of the buildings and the design in relation to the site to assess the visual impact of the proposed design on the neighborhood. • Evaluate the site design for adequacy of parking, play and common areas, and mitigation of environmental issues. • Evaluate the reasonableness of construction costs based on plans and specifications provided by DHCD.
