Specifications include, but are not limited to: The successful Bidder will work with CHIA to conduct a survey of residents in the Commonwealth of Massachusetts in 2021. The purpose of the survey is to (1) determine the extent of health insurance coverage and uninsurance in the Commonwealth and the characteristics of the insured and uninsured populations; (2) identify gaps in access to and use of health care; (3) identify issues of affordability of health care; and (4) provide insights into emerging topics in the Commonwealth, such as social determinants of health and access to and use of behavioral health care. CHIA is particularly interested in information on uninsurance, types of health insurance coverage, transitions in health insurance coverage, reasons for refusing coverage from employer group insurance plans, utilization of health care, difficulties accessing care, problems paying family medical bills including medical debt and its implications, unexpected medical bills, surprise medical bills and out-of-network bills, high out-of-pocket spending, underinsurance, health insurance deductibles including high-deductible health plans (HDHPs), unmet medical needs due to cost, approaches to lowering family health care costs, and emerging topics in health care. Based on input from CHIA and select stakeholders, the successful Bidder will revise the 2019 MHIS questionnaire, maintaining consistency with prior questions to support longitudinal analysis of core data items wherever possible
