Specifications include, but are not limited to: The selected contractor will design a website for the HPC that (i) is accessible, easily-navigable, and user-friendly, (ii) clearly and cohesively presents HPC activities and other information, including information about the various policy, investment, and certification and patient protection programs administered by the HPC, (iii) allows the public to easily track, understand, and benefit from the HPCs work, and (iv) can be easily managed, updated, and revised by HPC staff using a content management system. Key outcomes of this procurement are: a. Design of a full-service website along with recommended approaches for implementing, hosting, and maintaining the website. Website features must include, without limitation, the following: image slider, community calendar, Twitter feed distribution list sign-up organized archives and public comments commissioner and staff bios newsletter, press clips and recruiting sections implementation timeline FAQs and links to other state agencies responsible for implementation. b. Integrated communication themes supported by standards, artifacts, and templates, with standardized fonts, logos, type-sizes, and colors that can be utilized across all HPC communications, including, the website, public reports, Power Point presentations, policy briefs, memos, graphic presentations, newsletters, agendas, signage, and social media. c. Identification of a Content Management System (CMS) on which HPC staff can be trained to easily use in order to ensure timely content revising and publishing and effective monitoring of public usage. The CMS will need to host a website suitable for desktop and mobile devices that features search engine optimization. It also must support the following: secure online submissions of various notices and applications for grants, certifications, market transactions and consumer appeals containing personal medical information internal workflow capabilities for evaluating applications and requests blogging and video and webcast functions.
