Specifications include, but are not limited to: The consultant will:develop a plan directed toward creating system goals and performance measuresinventory the facilities and services of each airport in the state airport systemdevelop performance measures and benchmarks to determine how well the existing system ofpublic-use airports is currently performingidentify system and airport specific deficiencies in a report card format, as well as adequaciesand surpluses in the systemdevelop aviation forecasts to have an understanding of where future growth in demand for thesystem can most likely be anticipatedincorporate the newly updated state airport classification scheme and facility and serviceattributes into the planconduct analysis related to air cargo/freight and reliever airports for the stateupdate and incorporate an outdated Navigational Aids (NAVAIDS) Plan and Automated WeatherObserving System (AWOS) Plan into the plan.the FAA's transformation of the air traffic control system from a ground-based system of radarsto a satellite-based system of radars will be accomplished during the time period of this plan.Address how this radar transformation will impact the state.develop an implementation plan of the State Airport System Plan (SASP) with costs andrecommendationsdevelop funding alternatives with a recommended alternativeif needed, create ArcGIS maps based on DOT's GIS specifications and needsconduct an economic analysis survey to capture the economic benefits of aviation generated bythe 98 airports that comprise the SASP and assist WisDOT staff in developing a report.assist WisDOT staff in completing a System Environmental Evaluation (SEE) to identify potentialenvironmental consequences of the SASP from a state-wide, system level perspective as requiredby Trans400create and print a comprehensive report, along with an Executive Summary which is to bewritten and edited by a technical writer (Electronic files of all information will be provided toWisDOT)co-facilitate public hearings/tribal consultation/meetings being held
