II. Project Description The Town of Oxford, acting through its Town Manager, invites qualifications from qualified firms to Designer services related to the window replacement at Oxford Town Hall located at 325 Main Street, Oxford, MA 01540 and Oxford Free Public Library located at 339 Main Street, Oxford, MA 01540. This RFQ is issued in accordance with, and subject to, M.G.L. c. 7C, §§44-58, inclusive (the Massachusetts Designer Selection Law), and otherwise in accordance with the Town of Oxford Designer Selection Procedures attached as Exhibit A hereto. Town Hall is a wood frame construction with brick/masonry exterior constructed in 1892 with minor renovations completed in 2000 and 2016. The building provides 17,425 square feet with two levels of municipal offices and meeting spaces along with storage in the attic and basement levels. Oxford Free Public Library is steel/wood frame construction with brick/masonry exterior constructed in 1903 with building annex completed in 2001. The building is 22,390 square feet. III. Scope of Services The general scope of work shall include, but not be limited to the following tasks, to execute the requirements listed above in Project Description: Phase One (A, B, C) A. Investigation, Survey and Evaluation Existing building elevations and floor plan drawings will be provided for review and reference. The original drawings are detailed and may serve as a resource for spaces and building composition. Complete site visit to confirm existing conditions. Photograph the many varied window sized openings and measure each window and overall area for complete detailed window inventory. Consideration of maintenance free design in heated or ventilated spaces may be necessary. 1. Floor plans and elevations should be produced in CAD for this project, and bidding. This service should be performed to obtain clear well-defined drawings for cost estimates and successful General Contractor bidding. 2. Services will also consist of providing overall building measurements of each elevation (North/ South/ East/ West), review of masonry conditions and review of exterior metal / wood trims are suitable for replacement windows. Review interior wall and ceiling conditions for window installation fit and interior finish restoration. 3. Contact testing agency for possible lead materials, asbestos and PCB materials, if present, to determine if the window installation will be safe to install as in proposed design, or will hazardous material removal be necessary and to what extent. B. Schematic Design and Objectives 1. Provide two or three window types that would architecturally be acceptable to the original architectural character of the buildings. 2. Provide preliminary schematic design, showing wall openings, sizes and possible window types. Review of selected window manufacturers specifications and warranties. Review of the Town’s thermal window performance objectives, and current MA Energy codes, and MA State Building Code (latest edition). C. Estimated Preliminary Construction Cost 1. Provide preliminary construction cost estimate and construction schedule. Phase Two (D, E, F) D. Construction Documents for Bidding 1. Provide comprehensive scale drawings for window elevations, plans, details, and technical specifications for contractor bidding. Technical bid documents shall be stamped by a licensed architect. Front end specifications will be completed by the Town of Oxford. E. Bidding Assistance 1. Participate in on site pre-bid conference for contractor site briefing. Review and provide response to Requests for Information. Review bids for completeness and complete reference check on low bidder(s). Make recommendation of award for qualified general contractor after reference checks of similar work is reviewed, and DCAMM category classification with up-todate eligibility statements. F. Construction Administration 1. Review shop drawings and product reviews before contractor commences work. Review of Town construction contract. Arrange regular construction site meetings with Town officials, general contractor and sub-contractors. Review and respond to technical requests for information and development of bulletins and/or sketches as necessary. Complete Substantial Completion review of all work, punch lists, submittal documentation, as-builts and photographs of work phases. Review of all warranties. Review of payment requisitions from general contractor
