The City, in partnership with selected agencies under the Shannon Community Safety Initiative (CSI), will oversee the delivery of coordinated and comprehensive services aimed at preventing, intervening in, suppressing, and supporting the reintegration of youth involved in or at risk of gang activity. These efforts will be carried out in alignment with the OJJDP (Office of Juvenile Justice and Delinquency Prevention), Comprehensive Gang Model. Shannon eligible youth must be: (1) between the ages of 10-24 years of age; (2) living in a high-risk (or hot-spot) area within the community; and (3) at-risk or high-risk of becoming involved, or currently involved, in gang activity. emphasizing: The Five Core Strategies of the OJJDP Comprehensive Gang Model: 1. Community Mobilization o Involves engaging local residents, community groups, and organizations to work collaboratively with law enforcement and social service agencies. o Builds public support and shared ownership of gang prevention efforts. 2. Opportunities Provision o Focuses on creating education, training, employment, and recreational opportunities for youth at risk or involved in gangs. o Aims to provide positive alternatives that reduce the appeal of gang life. 3. Social Intervention o Includes outreach programs, mentoring, counseling, and substance abuse treatment. o Targets youth already involved in gangs or at high risk, offering support to change behavior and reduce criminal activity. 4. Suppression o Involves targeted law enforcement efforts, surveillance, arrest, and prosecution of the most violent and influential gang members. o Done in coordination with community-based efforts, not in isolation. 5. Organizational Change and Development o Encourages agencies and service providers to adjust internal policies, improve interagency coordination, and share resources. o Promotes long-term system change and sustainability of anti-gang efforts.
