Specifications include, but are not limited to: The Massachusetts Department of Housing & Community Development (DHCD), the Commonwealths lead state agency for administration of housing, community development, and municipal concerns, is issuing this Request for Qualifications (RFQ). This RFQ is designed to identify pre-qualified service partners that will implement a program to achieve the above listed outcomes for a successful self-sufficiency program. DHCD is seeking responses to this RFQ from organizations and/or individuals with experience providing employment and career development services, financial literacy and asset development services, and/or post-secondary education services. A Request for Responses (RFR) will follow this RFQ, whereby qualified Housing Agencies will be invited to request project funding for a program that utilizes the services of a service partner that has been prequalified through this RFQ.
