Specifications include, but are not limited to: The Massachusetts Department of Public Health (DPH) Bureau of Community Health and Prevention’s Suicide Prevention Program (SPP) is issuing this Request for Responses (RFR) to invite proposals for trauma-informed, culturally responsive, and accessible suicide prevention services across the lifespan. The framework for this procurement is the socio-ecological model that recognizes suicide prevention requires action at the individual, relationship, community, and societal levels. This procurement will assist SPP to develop a comprehensive, lifespan approach to suicide prevention across the Commonwealth and will support services that fall into the three strategies of prevention, intervention, and postvention. Selected vendors will provide suicide prevention services for one or more priority populations: people experiencing suicidal ideation; people at-risk of suicide attempts and/or death; impacted friends, family, and caregivers; people that have lost a loved one to suicide (loss survivors); and under-served/historically marginalized populations (Black, Latino, Hispanic, Indigenous and Native American persons; Asian Americans and Pacific Islanders and other persons of color; Lesbian, Gay, Bisexual, Transgender, Queer, and Intersex (LGBTQI+) persons; persons with disabilities; persons who live in rural areas; and persons otherwise adversely affected by persistent poverty or inequality)[footnoteRef:2]. [2: For the purposes of this RRF we have adopted a modified definition of under-served/historically marginalized populations taken from Substance Abuse and Mental Health Services Administration (SAMHSA).]
