Specifications include, but are not limited to: The vendors are required to offer clients Level 3.7 ATS and Level 3.5 CSS step-down services in accordance with DPH regulations. Treatment facilities must provide structured programming 7 days per week, 24 hours a day. In addition to existing Level 3.7 ATS/Level 3.5 CSS Step-down service elements, the primary service components of the overall program(s) include: Admission/Orientation Development of Individual Treatment/Service Plans Medical and Psychiatric Services Counseling and Education Services Behavior Management Use of Restraint and Seclusion Discharge, Continuing Care, and Active Referrals Transportation Other Program Requirements Admission/Orientation Central Intake will coordinate with courts to determine appropriate placement to a designated Section 35 program for all civil commitments under Section 35. Admission to the secure units, and staffing for such, must be available 24 hours a day. A standardized assessment, including an initial medical and psychiatric assessment, must be used at Section 35 treatment programs to evaluate the appropriateness of each client for admission. The standardized assessment shall include: Comprehensive medical screening within 24 hours of admission by a licensed medical doctor or appropriately credentialed nurse practitioner. Psychiatric evaluation within 24 hours of admission by a licensed psychiatrist or appropriately credentialed nurse practitioner. Comprehensive mental health screening within 72 hours of admission by an appropriately licensed (LCSW, LICSW, LMHC) and/or educated Master’s level mental health professional. The program will reassess the commitment criteria and levels of risk for each client on a daily basis.
