Specifications include, but are not limited to: The Department of Mental Health, through this Request for Response (RFR), seeks to enter into one or more license(s) with a third party(ies) (Licensee(s)) for use of specific identified space it has available at the Harry C. Solomon Mental Health Center (SMHC), 391 Varnum Ave, Lowell, MA. The Licensee(s) must use the space to provide mental health services or related services that support the Department’s specific goals for the property (Subsection 1.3) and its goals and mission (Subsection 1.4). The Department seeks bidders that will facilitate the use of the site as a community mental health center that provides a full complement of mental health services to the local community.
