Specifications include, but are not limited to: 4.1.1. The Contractor shall furnish all vehicles, equipment, labor, and assistance necessary to operate a public transportation service within the City of Beverly in accordance with the Service Agreement with the MBTA (Attachment 1) and the service plan requirements (Attachment 4). 4.1.2. The City intends to initiate this service at a rate of 60 vehicle hours per week using one bus. However, the City reserves the right to reduce or increase this level of service depending on the success of the operation and on the availability of funds. The service requirements (including hours of operation, schedule, and route, as updated in February 2022) are attached herein (Attachment 2). 4.1.3. Unless otherwise directed by the City, the Contractor shall NOT provide bus service on Sundays, New Year’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day. We anticipate operating on Juneteenth, but are willing to negotiate with the selected bidder based on precedent in other transit service. 4.1.4. The Contractor shall comply with any and all directions of the City with respect to the type of service, routes, schedules, and such other matters, as the City may deem necessary or advisable relative to the bus service. 4.1.5. The Contractor shall insure that all vehicles shall be operated in a safe, efficient, timely, and proper manner so as to conform to the highest standards of service. 4.1.6. The Contractor shall be ready to commence this service by September 1, 2023. 4.1.7. Warranty Service: Bidder must be able to provide warranty and maintenance services for the vehicle(s) the area in which it is to be used. Bidders located outside this area must be able to arrange a maintenance agreement with a certified distributor located within the area. This requirement is not meant to restrict bidding but to ensure maintenance and warranty service. 4.1.8. Certification: Bidder must provide certification that they are a fully authorized distributor of the vehicle being bid; that they are prepared to perform maintenance and warranty service, or have arranged for said service with a certified distributor in the area the vehicle will be used (specify who); and that they can provide space or replacement parts, or can assure access to said parts (specify source).
