Specifications include, but are not limited to: 1. Provides public access to bid documents at no cost; 2. Manages all aspects of bid document distribution as part of a one-time project fee; 3. Performs an administrative review of bid documents (including addenda) prior to posting and alerts EOHLC and Designer of any clerical or administrative discrepancy(ies) or error(s) (a) Examples: verification that the bid opening date is at least 14 days from the date the project was advertised; review bid documents to make sure all sections are present and that no pages are missing; 4. Maintains a list of all plan holders (i.e. - a person or firm who has paid for and received a set of bid documents (plans and specifications). A plan holder may be a contractor, sub-contractor, manufacturer, distributor, etc.); 5. Updates (online) the list of plan holders daily; 6. Prints and distributes hard copies of plans and specifications when requested (for an additional fee); 7. Ensures that an addendum is posted online the same day it is received by the Vendor; 8. Notifies EOHLC electronically prior to and after an addendum is posted; 9. Posts sub-bid tabulations online, and electronically notifies all plan holders of the tabulation at least two full working days prior to the general bid opening; 10. Project information remains “live” on the Vendor’s web site for at least 60 calendar days after the general bid opening date; 11. Transmits the hosted documents, including addenda, to EOHLC’s procured archiving vendor, BidDocsONLINE, or any successor vendor EOHLC may identify, no later than 14 days after the general bid opening date. The transmitted documents need to be in PDF format. 12. Provide statutory bid forms for completion on-line; 13. Automatically publicly opens submitted bids at the designated bid opening date and time and posts the results to Vendor’s website within 15 minutes of bid opening; 14. Electronic notification to EOHLC when sub bidding and general bidding has closed; 15. Provides the ability to electronically reject sub bids during sub bid review; 16. Provides the ability to electronically mark the sub bid results “official” when review is completed; 17. Automatically generates a sub-bid tabulation listing bid information from low bid to high bid; 18. Automatically generates a general bid tabulation listing bid information from low bid to high bid; 19. Ensures bidders acknowledge addenda; 20. Ensures bidders include a value on the bid form with regard to alternates; and 21. Updates EOHLC template documents within ten business days of receipt of said documents from EOHLC.
