1. Identification of: a. community concerns that may impact study options, b. environmental impact of the project, c. limitations on possible expansion of the current footprint, d. options to reconfigure outdoor and / or athletic spaces, e. redistricting and grade reconfiguration impacts of the project to district’s other schools, f. impacts of building on the existing site and relocation to alternate site, g. impacts of change to district wide grade configuration while maintaining equity h. facility needs as they relate to the multi-age program, i. options of phased construction with swing space/occupied educational space during any portion of the school year, 2. Identification of specific milestone requirements and / or constraints of the District, including but not limited to: Vote(s) of the Town for project funding (including if necessary override vote), site selection milestones, swing spaces, and occupancy issues, 3. Establishing and strictly adhering to a project schedule including milestones and / or constraints on the process, 4. Delivering a school facility that will cost-effectively address the needs of the elementary school system, the students, and the community at large, relative to comparable MSBA elementary schools, 5. Ensuring public participation and input in all applicable phases of the Project, including the Feasibility Study, 6. Managing project costs and obtaining required approvals, 7. Life cycle costs of operating the School as it relates to future operational budgets, 8. Compliance with US Green Building Council’s LEED for Schools (LEED-S) Rating System and study of additional reimbursement options under MSBA Project Advisory 81, 9. Study options to meet or exceed the Westford Sustainability Guidelines for Municipal Buildings, see attachment H 10. Participate in available Mass Save energy efficiency and IRA Tax Rebate incentive offerings; 11. Determining the best delivery method, such as CM-at-Risk or Design/Bid/Build Delivery Method. 12.
