Specifications include, but are not limited to: The City of Springfield is requesting proposals to administer and execute a public mural program and/or event series for public art installations in the City of Springfield. The project is being funded through the City’s annual allocation of Community Development Block Grant (CDBG) funding, and as such all projects and recipients will be required to be compliant with all Department of Housing & Urban Development (HUD) regulations as it relates to the CDBG Program. Objective: The City of Springfield is calling for proposals from experienced teams and organizations to administer and execute a public mural program/event(s) in the City by June 30, 2025. The murals should be completed by an artist or artist-led team for a commissioned, site-specific, permanent art installation. The themes of the murals should be inspirational and positive in nature. Proposed murals should be “placemakers” – pieces that are easily identifiable and create a sense of place. The City has final approval of the designs and themes of the murals. The work will be installed on any element(s) of the streetscape within the City of Springfield. The successful proposal will include details of the program/event, schedule, budget, experience, and plan. The selection committee will review the proposals then select a preferred proposer to send to the Mayor for final approval.
