Specifications include, but are not limited to: a. The Contractor shall furnish all labor, equipment, tools and supervision necessary for general roadway & infrastructure construction and repair work as directed by the Director of Public Works, or his designee. The work will include, but not limited to, replacing/repairing culverts and drains, replacing water system hydrants and valves, repair water main and service leaks, snow removal and road reconstruction. Work may be performed on an as-needed basis emergency basis or as planned maintenance. Contractors need to be available on a 24/7 basis for as needed emergency work. b. The contractor/equipment/operator will be under the direction of the DPW Director or his designee. Once a piece of equipment is under hire by the DPW it shall not be removed from the site without the knowledge and approval of the DPW Director or his designee. c. All workmanship shall conform to the best practice in the trade and be performed by skilled and licensed labor in the field and comply with all federal, state and municipal laws and regulations. The Director of Public Works or his designee will reject any unsatisfactory services. All services and material shall be guaranteed for a period of one year. d. The Director of Public Works or his designee reserves the right to ask for firm price from qualified contractors for specific projects as opposed to assigning the work on a by the hour basis. e. The bid form is a representative list of equipment that has been used by the City under previous contracts of this type. The Contractor may submit prices for rental of equipment given in the list, or for any other equipment that the Contractor may wish to make available to the City on a rental basis. Provide on your letterhead a separate list, giving prices for any other equipment you may have, not already listed on the City’s form. f. Responsive bidders will propose equipment as described in this package or an approved alternate(s), if any; and will satisfy the City that they have sufficient ability and experience to perform satisfactorily in this class of work. g. It shall be under the discretion of the Director of Public Works or his designee to have final say over the makeup of the construction crew. h. There will be no work hour minimums associated with this Contract. Contractor’s will only be paid for the amount of hours worked on site.
