Specifications include, but are not limited to: The NSO is seeking a Contractor/Vendor that will complete a three year recidivism study to determine the impact of offender engagement in treatment, interventions, and other programming elements offered within the Norfolk Sheriffs Office facilities and post-release as the offender reenters the community. The vendor is expected to deliver three products, which shall be the property of the NSO, as a result of this contract: 1. A database designed to facilitate ongoing recidivism research. Database shall include, but not be limited to: detailing program participation and arrest and court records. 2. A recidivism study including sentenced offenders in the custody of Norfolk Sheriffs Office Correctional Center on 8/1/2011 (361 offenders) and on 5/1/2013 (an estimated 300 offenders). This study shall be conducted over a three (3) year period for both groups of offenders noted, and shall include an analysis of the recidivism along with program services utilized. 3. A comprehensive summary of current programs and initiatives in place at the Norfolk County Correctional Center that are designed to either facilitate reentry or reduce recidivism, which shall be continually updated as new programs are initiated or old programs retired. The study would also include a set of recommendations as suggested by the findings.
